B1 German for permanent residence and citizenship

Most routes to a permanent residence permit (Niederlassungserlaubnis) or German citizenship ask for “sufficient German”, which the law defines as B1. This guide shows where B1 applies, how long each route takes and how to prove the level.

What “sufficient German” means

Wherever the law asks for “ausreichende Kenntnisse der deutschen Sprache”, it means level B1.

These are not the only conditions. You also need a secured livelihood, basic knowledge of the legal and social order and of living conditions in Germany, and enough living space. A successfully completed integration course proves both the B1 German and the civics knowledge.

Time on a training permit under § 16a does not build up the 5 years of § 9, unless you previously held a permit under §§ 18a or 18b. Time on a training or Chancenkarte permit also does not count towards the 3 years of § 18c.

Citizenship (§ 10 StAG)

  • Five years of lawful habitual residence in Germany.
  • German language skills at B1: the law accepts a language exam at level B1.
  • Knowledge of the legal and social order and of living conditions in Germany, as a rule shown by passing the naturalisation test (Einbürgerungstest).
  • You support yourself without social benefits (SGB II or XII), with exceptions; no serious criminal record; and a commitment to Germany’s historical responsibility for Nazi injustice, to protecting Jewish life and to peaceful coexistence.
  • The right kind of permit: a permanent right of residence, a Blue Card, or a permit for a purpose other than those the law excludes. Time on a study, Ausbildung or Chancenkarte permit alone does not qualify, so you would first need a different permit such as a skilled-worker permit.
  • You no longer have to give up your previous citizenship. That requirement was removed from the statute.
§ 10 StAG

The 3-year fast track no longer exists. It was abolished in autumn 2025, and § 10 Abs. 3 StAG now reads “weggefallen” (repealed). If an older article promises citizenship after three years, it is out of date. The standard is five years.

How to prove B1

  • The final test of the integration course, the Deutsch-Test für Zuwanderer (DTZ), which covers levels A2 to B1. Passing it at B1 proves the level.§ 17 IntV
  • A B1 certificate from another recognised standardised exam can stand in for the DTZ in the integration-course context. BAMF lists which exams count.§ 17 IntVbamf.de
  • For naturalisation, the law asks for a language exam at level B1. Ask the office handling your application which certificates it accepts.§ 10 StAG

The civics test (Leben in Deutschland, or the naturalisation test) has its own pass mark. We do not state it here: check bamf.de for the current figure.

How long does B1 take?

The state integration course is a useful yardstick. Its language course plans 600 teaching hours (Unterrichtsstunden), followed by a 100-hour orientation course, 700 hours in total. The language course is aimed at B1.

Not everyone gets there. In 2024, 58.6 % of sittings of the final German test in general integration courses reached B1, 31.8 % ended at A2 and 9.6 % below A2. These figures count test sittings, including repeats, not individual people.
